Implementing highly liberalized and convenient transportation policies, establishing a more open shipping system, and developing the "China Yangpu Port" as a ship registry port are important components of the "Overall Plan for the Construction of Hainan Free Trade Port."

The Hainan Maritime Bureau has successively promoted the introduction of the "Hainan Free Trade Port International Vessel Regulations" and related supporting systems, establishing a full-process supporting system from vessel registration, inspection to quality management. It has created a convenient and efficient international vessel registration procedure that is in line with international standards, enhancing the attractiveness of the international vessel registration system in the Hainan Free Trade Port. A series of institutional innovations have enabled the "China Yangpu Port" ship registry policy, vessel export tax rebates, bonded fuel bunkering, and a series of shipping expansion and opening-up policies to be quickly implemented and effective.
"For newly built ships alone, we have enjoyed a tax rebate of 359 million yuan, which has greatly reduced the company's operating costs," said the person in charge of COSCO Shipping Energy Transportation Co., Ltd. The company now has more than 20 vessels registered under "China Yangpu Port" and "Yangpu Port."
It is reported that thanks to the "China Yangpu Port" ship registry policy and a series of shipping policies such as the "suction" effect, from June 1, 2020, to the present, Hainan has added more than 14 million deadweight tons of new ship transportation capacity, more than 110 ships and yachts have enjoyed "zero tariff" imports; 47 international vessels have been registered under "China Yangpu Port," with a total tonnage of more than 2.95 million tons, and the new international ship transportation capacity has reached 5.315 million tons, ranking among the top in the country.

Similarly, thanks to the "zero tariff" and other policies of the Hainan Free Trade Port, Hainan has become one of the most dynamic provinces in China's yacht industry development, and Sanya has become one of the leading cities in China's yacht tourism. Statistical data from the Sanya Maritime Bureau show that as of August 2024, the total number of yachts registered in Sanya has reached 1,406, with the market size reaching a new high, driving millions of tourists to enjoy the sea and play in the sea in a year.
In recent years, the Sanya Maritime Bureau has widely publicized and promoted the implementation of yacht policies such as "zero tariff" and "import yacht age relaxation to five years," with a total of 70 zero-tariff yachts registered, effectively releasing policy dividends. At the same time, relying on the Hainan International Trade "Single Window," it has promoted the full implementation of the "Qiong-Hong-Ao Yacht Free Travel" service measures, providing fast one-stop customs clearance services for 62 Qiong-Hong-Ao yachts, effectively improving the通关 efficiency of yacht ports.
